Meta Ads country exclusion list

When you need this list

You target the United States in Meta Ads Manager but still see spend or leads from abroad. Meta location targeting uses where users are detected to be — yet broad Advantage+ delivery and international interest can still leak budget when creative or keywords travel globally.

Include United States under targeted locations, then exclude every other country below. Facebook and Instagram share the same ad set location settings.

How to apply exclusions

1. Open the ad set → Audience → Locations.
2. Confirm United States is included under targeted locations.
3. Click Exclude in the Locations field, search each country, and add it as a red exclusion pill — or work through the batched lists below.
4. Review the map preview on the right — coverage should show US included only.

Meta allows roughly 25 included countries per ad set; exclusions are added separately and are not subject to that include cap. Hong Kong and Taiwan are listed separately from China to match Meta's location names.
